Grounds for the improvement of the permissive act are: change of the name or title of the owner, modification of other data reflected in the permissive act. Upon the appearance of grounds for the re-perfection of the permissive act, the owner is obliged to submit to the issuing authority, within 10 working days, according to the procedure established in art. 6 paragraph (1) of Law no. 160/2011 regarding the regulation by authorization of the activity of an entrepreneur, a request to improve the permissive act, together with the act that requires improvement and the documents (or copies thereof, with the subsequent presentation of the originals for verification) confirming the changes.

44 For the issuance/extension of the license, a licensing fee is charged in favor of the state budget, established by Law No. 160/2011 on the regulation of entrepreneurial activity through licensing, taking into account the exemptions provided for in Art. 1210 of Law No. 160/2011, and Law No. 39/2006 on establishing additional support measures for entrepreneurial activity carried out in the localities on the left bank of the Nistru in the Dubăsari district.

45 For re-issuing the license, a licensing fee is charged in favor of the state budget, established by Law No. 160/2011 on the regulation of entrepreneurial activity through licensing.

46 For the issuance of a copy of the license, a licensing fee is charged in favor of the state budget, established by Law 
No. 160/2011 on the regulation of entrepreneurial activity through licensing.

47 For the issuance of a duplicate of the license, a licensing fee is charged in favor of the state budget, established by Law No. 160/2011 on the regulation of entrepreneurial activity through licensing.

List of documents to be attached to the application for the issuance/extension of the license

  1. Excerpt from the order appointing the head of the legal entity or a copy of the minutes of the shareholders' meeting appointing the administrator of the legal entity;

  2. Declaration on own responsibility regarding the absence of criminal records for employees of the legal entity who have access to operations involving explosives;

  3. Copy of the property document or lease agreement for the spaces related to the licensed activity;

  4. Copy of the document certifying that the legal entity has specialized transport for dangerous goods or a copy of the contract concluded with an economic agent that can legally provide such services;

  5. Copy of the document certifying that at least one employee of the legal entity has the qualification of a pyrotechnician.

  1. The permit for obtaining and storing explosive materials confirms the right to obtain (purchase) explosive materials and to operate storage facilities for them (for the storage of explosive materials)

  2. Possession of storage facilities for explosives that comply with the conditions and technical specifications established by the Government

  3. Possession of specialized transport for dangerous goods, in accordance with the conditions established by the European Agreement concerning the International Carriage of Dangerous Goods by Road, concluded in Geneva on September 30, 1957, to which the Republic of Moldova acceded by Parliament Decision No. 44/1998, or have a contract for the provision of transport services concluded with a person who has specialized transport for dangerous goods

  4. At least one of the employees holds the qualification of a pyrotechnician

  5. Possession of spaces intended for the preparation or cartridge loading of explosives, which comply with the conditions and technical specifications established by the Government

  6. All employees who have access to operations involving explosives meet the conditions set out in Article 30 para.(1) letters a), c) and d) of Law No. 67 of 28.03.2024 on the regime of explosives for civil use, which is notified to the National Inspectorate for Technical Supervision upon the employment of the respective persons.
