  1. A petition is any request, complaint or proposal addressed to the Public Institution “Public Services Agency” (hereinafter – PSA) by an individual or legal entity.

  3. The completed petition form may be:

  4. The petition must contain, as applicable, a document confirming the legal representative’s status or a power of attorney for the authorized representative, documents or evidence provided for by the applicable legal regulations or deemed useful by the petitioner to support their petition.

  6. Upon receiving the petition, the PSA will examine whether it meets the applicable requirements and, if any deficiencies are identified, will request that they be remedied within a reasonable period. If the deficiencies are not remedied within the specified period, the petition will not be examined. 

  7. The PSA will register and resolve the received petition in accordance with the legislation of the Republic of Moldova in force. 

  8. If the petition falls within the competence of another public authority, the PSA will forward the original petition to the competent public authority within 5 working days from the date of registration of the petition and will inform the petitioner accordingly. 

  9. Anonymous petitions or petitions submitted without indicating a postal or email address will not be examined. The PSA has the right not to examine on the merits petitions containing obscene or offensive language or threats to national security, public order, the life and health of an official, or members of their family. 

  10. The petition will be examined within 30 days from the date of registration, with the possibility of extending the period by 15 days. The petitioner will be informed in writing within 30 days about the extension of the examination period and the reasons for the extension. In exceptional cases, when particularly complex circumstances arise in the administrative procedure that require time for processing documents, the public authority may establish a longer period for completing the administrative procedure, which may not exceed 90 days. 

  11. The confidentiality of personal data and other confidential information provided is ensured when petitions are examined. 

  12. After the petition has been examined within the time limits established by law, the petitioner will receive a written response at the postal or email address, depending on the option indicated in the petition. 

  13. If, after the response to a petition has been sent, the same petitioner submits a new petition concerning the same matter, it will not be examined and will be attached to the initial case file.
