Driving examination

The Department for Vehicle Registration and Driver Qualification does not hold information on the conditions for returning vehicle registration certificates withdrawn at customs; this information must therefore be requested  from the Customs Service.

The DRT certificate (new name — “TC”) is an official document issued by the PI ASP (previously issued by S.E. “CRIS “Registru””) on a special form, with a letterhead and security features, confirming the issuance of a driving licence of the respective category, the ownership right over a vehicle or over an assembly marked with an identification number, co-ownership of a vehicle, etc.

Vehicle registration services cannot be provided within MCs because they require an expert to draw up the vehicle identification report (VIR) or, where applicable, laboratory examinations. The vehicle identification procedure requires special conditions for inspecting the vehicle, namely lifting it onto a ramp (overpass) or placing it over an inspection pit. Owing to the diversity and multitude of services provided, as well as their location in busy areas, the MCs cannot be equipped with such facilities and, for this reason, the vehicle identification report or the laboratory examination — documents that are mandatory under the normative acts on vehicle registration — cannot be produced.

The procedure for registering vehicles by persons with locomotor disabilities as such does not differ from the registration of ordinary vehicles, with some exceptions:

• upon registration, persons with locomotor disabilities are exempt from the road tax (art. 343 of the Fiscal Code of the Republic of Moldova);
• upon registration, persons with locomotor disabilities are exempt from the 50 lei fee for the social fund;
• special endorsements are entered in the registration certificates, in accordance with medical prescriptions;
• persons with locomotor disabilities enjoy certain facilities in the customs clearance of such vehicles (Government Decision of the Republic of Moldova no.474 of 20.04.2016).

The multifunctional centres (MCs) provide services for replacing driving licences that have been lost or whose validity has expired. However, the issuance of  new registration certificates or of duplicates thereof requires an expert to draw up a vehicle identification report (VIR). Owing to the diversity and multitude of services provided, the MCs cannot be equipped with such facilities and, for this reason, the vehicle identification report, which is mandatory under the normative acts on vehicle registration, cannot be drawn up.

Appointments are made in accordance with the provisions of point 3.2.2 of the Regulation on prior appointment for the public services provided by the Public Services Agency, approved by Order no. 40 of 21.01.2021.

You may make an appointment for the examination for obtaining the right to drive vehicles directly at the territorial subdivisions competent to examine vehicle drivers; online, using the web pages Prior appointment for services provided by, by calling the single number of the
Customer Support Service 14 909; by calling the telephone number of the territorial subdivision Territorial service provider subdivisions provided by the Agency. A candidate who has made an appointment for the examination, by telephone or by applying to the competent subdivision, is informed verbally of the date and time scheduled for taking the respective part of the examination.

Where the citizen is abroad and documentation is requested on the basis of a power of attorney, the following documents shall be submitted:

1. the identity document and, where the identity document is other than the one approved by Law no. 273-XIII of 9 November 1994 on identity documents in the national passport system, the identity document;
2. the standard application form for the restoration or exchange of the driving licence issued by the competent subdivision, signed by the representative (completed at the moment of application);
3. the driving licence previously obtained from the competent authority of the Public Institution “Public Services Agency” (in the case of its exchange);
4. the power of attorney of the person authorised by the applicant for the restoration or exchange of the driving licence, authenticated according to the law, or proof of the powers of representation granted through the automated information system “Register of powers of representation based on electronic signature” (MPower);
5. the medical certificate attesting the state of health and the physical qualities and aptitudes required of a motor vehicle driver, issued by a specialised authority of the country of residence or domicile, and its authenticated translation (where the applicant holds a valid medical certificate of the vehicle driver and of the candidate for obtaining the right to drive vehicles (Form no.  083/e), issued by the competent medical authority, it shall be accepted for the restoration or exchange of the driving licence);
6. proof of payment of the tariffs for the service provided.
