Driving examination

Appointments are made in accordance with the provisions of point 3.2.2 of the Regulation on prior appointment for the public services provided by the Public Services Agency, approved by Order no. 40 of 21.01.2021.

You may make an appointment for the examination for obtaining the right to drive vehicles directly at the territorial subdivisions competent to examine vehicle drivers; online, using the web pages Prior appointment for services provided by, by calling the single number of the
Customer Support Service 14 909; by calling the telephone number of the territorial subdivision Territorial service provider subdivisions provided by the Agency. A candidate who has made an appointment for the examination, by telephone or by applying to the competent subdivision, is informed verbally of the date and time scheduled for taking the respective part of the examination.

Where the citizen is abroad and documentation is requested on the basis of a power of attorney, the following documents shall be submitted:

1. the identity document and, where the identity document is other than the one approved by Law no. 273-XIII of 9 November 1994 on identity documents in the national passport system, the identity document;
2. the standard application form for the restoration or exchange of the driving licence issued by the competent subdivision, signed by the representative (completed at the moment of application);
3. the driving licence previously obtained from the competent authority of the Public Institution “Public Services Agency” (in the case of its exchange);
4. the power of attorney of the person authorised by the applicant for the restoration or exchange of the driving licence, authenticated according to the law, or proof of the powers of representation granted through the automated information system “Register of powers of representation based on electronic signature” (MPower);
5. the medical certificate attesting the state of health and the physical qualities and aptitudes required of a motor vehicle driver, issued by a specialised authority of the country of residence or domicile, and its authenticated translation (where the applicant holds a valid medical certificate of the vehicle driver and of the candidate for obtaining the right to drive vehicles (Form no.  083/e), issued by the competent medical authority, it shall be accepted for the restoration or exchange of the driving licence);
6. proof of payment of the tariffs for the service provided.

In order to replace/restore the national driving licence of the Republic of Moldova, the applicant shall submit the following documents:

1. the identity document and, where the identity document is other than the one approved by Law no. 273-XIII of 9 November 1994 on identity documents in the national passport system, the identity document and a copy thereof;
2. the standard application form, signed by the applicant;
3. the medical certificate of the vehicle driver and of the candidate for obtaining the right to drive vehicles (Form no.083/e), except in cases where this document is recorded in the automated information system “Primary Health Care” and the respective information is registered, through the interoperability platform (MConnect), in the automated information system “State Register of Vehicle Drivers”;
4. proof of payment of the tariff established for the respective service, in accordance with the Nomenclature of services provided by the Agency;
5. the driving licence previously obtained from the competent authority of the Public Institution “Public Services Agency” (in the case of its exchange).

• During the period in which the driving licence is being issued, a provisional driving licence is issued upon request.
• In the case of the replacement of a driving licence with the status “Valid”, where the applicant for the service requests that its validity be maintained during the period in which the new driving licence is being issued, if its expiry date does not fall due, the first one is cancelled, from “Valid” to “Cancelled, returned to the holder”, at the moment of handing over the new driving licence, whose status changes from “Issued” to “Valid”.

The driving licence is issued by the Public Institution “Public Services Agency”, so there are no restrictions or impediments to crossing the state border with a provisional driving licence.

On the basis of the national driving licence of the Republic of Moldova, an international driving permit may also be issued to the holder upon request, in accordance with the model approved by the Government, in compliance with the provisions of the Convention on Road Traffic, concluded at Vienna in 1968, to which the Republic of Moldova acceded by Parliament Decision no. 1318/1993 on the accession of the Republic of Moldova to certain international conventions, in accordance with the Methodology for conducting the examination for obtaining the right to drive vehicles and issuing the driving licence, set out in point 24.

The international driving permit is issued:
1) on the basis of a national driving licence with the status “valid”;
2) for a period of up to three years, provided that this period does not exceed the validity period of the national driving licence held by the applicant.

In the case of the replacement of a driving licence with the status “Valid”, where the applicant for the service requests that its validity be maintained during the period in which the new driving licence is being issued, if its expiry date does not fall due, the first one is cancelled, from “Valid” to “Cancelled, returned to the holder”, at the moment of handing over the new driving licence, whose status changes from “Issued” to “Valid”.

When replacing or restoring a driving licence issued by the competent subdivision, it is not mandatory to present the medical certificate of the vehicle driver and of the candidate for obtaining the right to drive vehicles (Form no. 083/e) referred to in point 22 subpoint 5) of the Regulation on the examination procedure for obtaining the right to drive vehicles and on the issuance and validity of the driving licence, approved by Government Decision no. 181/2022, which certifies the state of health and the physical qualities and aptitudes required of a vehicle driver, provided that the validity period of the driving licence issued falls within the limits of the validity period of the driving licence previously issued in that person’s name”.

The multifunctional centres (MCs) provide services for replacing driving licences that have been lost or whose validity has expired. However, the issuance of  new registration certificates or of duplicates thereof requires an expert to draw up a vehicle identification report (VIR). The vehicle identification procedure requires special conditions for inspecting the vehicle, namely lifting it onto a ramp (overpass) or placing it over an inspection pit. Owing to the diversity and multitude of services provided, the MCs cannot be equipped with such facilities and, for this reason, the vehicle identification report, which is mandatory under the normative acts on vehicle registration, cannot be drawn up.
