Why are the services of replacing the registration certificate and the driving licence in the event of their loss not provided within the centre, although the agency’s website states that this type of service is provided?

The multifunctional centres (MCs) provide services for replacing driving licences that have been lost or whose validity has expired. However, the issuance of  new registration certificates or of duplicates thereof requires an expert to draw up a vehicle identification report (VIR). The vehicle identification procedure requires special conditions for inspecting the vehicle, namely lifting it onto a ramp (overpass) or placing it over an inspection pit. Owing to the diversity and multitude of services provided, the MCs cannot be equipped with such facilities and, for this reason, the vehicle identification report, which is mandatory under the normative acts on vehicle registration, cannot be drawn up.

What is the procedure for registering vehicles in the name of persons with locomotor disabilities?

The procedure for registering vehicles by persons with locomotor disabilities as such does not differ from the registration of ordinary vehicles, with some exceptions:

  • upon registration, persons with locomotor disabilities are exempt from the road tax (art. 343 of the Fiscal Code of the Republic of Moldova);
  • upon registration, persons with locomotor disabilities are exempt from the 50 lei fee for the social fund;
  • special endorsements are entered in the registration certificates, in accordance with medical prescriptions;
  • persons with locomotor disabilities enjoy certain facilities in the customs clearance of such vehicles (Government Decision of the Republic of Moldova no.474 of 20.04.2016).

The Department for Vehicle Registration and Driver Qualification does not hold information on the conditions for returning vehicle registration certificates withdrawn at customs; this information must therefore be requested  from the Customs Service.
