Today, the Government voted on a draft Government Decision on updating the Nomenclature of services provided by the Public Services Agency (PSA) and adjusting the tariffs for certain services. 

The proposed changes come in the context of introducing new models of passports and driving licences (next-generation models with enhanced security features in accordance with European Union standards) and optimizing digital services. 

Main news and changes for citizens and the business community:

1. New-model driving licences and passports

Due to the introduction of new physical and cybersecurity technologies against counterfeiting, as well as the increase in procurement prices for the new blanks:

  • Driving licence: The basic tariff will be adjusted minimally, from 420 lei to 440 lei (issuance within 20 working days). The new tariff will enter into force immediately after the publication of the decision in the Official Gazette.

  • Passport: The basic tariff (for the standard processing period) will be adjusted from 650 lei to 790 lei. Attention: The new passport tariff will enter into force once the new passport model is officially put into circulation. 

2. Extracts for companies: Digital generation, on the spot (in real time)

To support digitalization and the business community, citizens who have an electronic signature will be able to request online an Extract from the State Register of Legal Units (SRLU). The document will be issued on the spot, directly in the applicant's Personal Cabinet on evo.gov.md.  The new digital service will cost 220 lei, saving citizens time and money, as they will no longer have to wait 24 hours or pay 440 lei for urgent processing at the service counter. 

  • For independent entrepreneurs, the fee for the extract issued on the spot remains at the basic price of 110 lei.

  • Public authorities will continue to access the data free of charge, directly through the MConnect platform. 

3. Specialized services for large businesses 

Until now, a range of complex procedures involving technical verification, file examination and licensing for specific business categories were carried out free of charge by the PSA, with the costs being indirectly covered through the provision of other services. The Government Decision project voted on today introduces tariffs strictly aimed at covering the actual processing costs of these niche services:

  • On-site inspections: A standard tariff of 1,030 lei is established for specialists' travel to carry out authorization/certification inspections. To support rural tourism, agro-tourist guesthouses will benefit from a 50% discount.

  • Strategic goods and gambling: Administrative fees for processing technical files are introduced.

  • High-value strategic investments: The examination of files concerning investments of importance to state security exceeding 1.7 million lei will be subject to a tariff.  Assessments carried out ex officio or for small businesses remain free of charge.

What do citizens need to know?

All identity documents and driving licences currently held by citizens remain valid until the expiry date indicated on them. The tariff changes apply exclusively to new document models that will be issued subsequently.

The provisions related to the new regime for digital extracts and authorization/certification will enter into force one month after publication in the Official Gazette, providing all beneficiaries with time to adapt

Free services provided by the PSA

To encourage citizens to access public digital services online, the PSA fully covers from its own financial resources the costs of issuing the first one million Identity Cards free of charge, with an electronic signature incorporated.

Each year, the institution provides approximately 4.4 million services, of which 1.5 million  (representing approximately 33.0% of the total) are provided free of charge or at preferential rates. 

This category of free or reduced-tariff services includes: registration of civil status acts (births, deaths), issuance of the first identity documents (initial documentation), as well as other social services intended for socially vulnerable categories of persons protected or exempt by law.
