- only a legal entity resident of the Republic of Moldova that cumulatively meets the conditions provided for in art.11 of Law no.291/2016 may be a gambling operator;
- it is established in the legal form of a commercial company (limited liability company or joint stock company);
- the amount of the paid-up share capital for obtaining the licence shall be 5,000,000 lei, and at least 70% of the capital shall consist of monetary funds;
- the operation of casinos is considered an activity in the field of gambling, an activity subject to licensing.
- its associates/shareholders must not include state bodies, local public administration authorities or legal entities in a state of bankruptcy;
- in order to carry out the activity, the administrator of the enterprise must meet the conditions provided for in art.11 letter e) of Law no.291/2016.
