In the context of modernizing the process of training, examination and issuance of documents to the drivers, on 02.02.2021 the Public Services Agency organized the first meeting at which all the decision makers in the area were convened.
The event was attended by the representatives of the relevant authorities, higher education specialized institutions, law enforcement authorities, the Union of Drivers of the Republic of Moldova, the Association of Driving Schools, as well as independent road safety specialists.
The participants in the meeting addressed the issues aimed at determining the objectives related to the modernization of public services in the field of training, examination and qualification of drivers, and increasing the level of road safety on national public roads.
Another issue of the discussion was the improvement of the training and education process of drivers, the mechanism for monitoring and controlling the activity of driving schools and PSA examiners.
Furthermore, the purpose of the meeting was to identify solutions to reduce the risks of corruption in the driving examination process. During the meeting a special attention was paid to the issues of ensuring the institutional integrity, risks of corruption and in particular their prevention.
As a result, it was decided to create an interinstitutional working group to ensure the achievement of the objectives set, revise the current legislation and bring the national legislation in line with the European standards in the area.

Candidates registered in driving school according to AIS "Students Records":
In 2020 - 59,100 candidates (compared to 2019 (-) 3,030 candidates, or (-) 4.9%).
Persons who during the year 2020 initiated the procedure for taking the theory driving test - 36,367 (compared to 2019 ((-) 6,150 pers, or (-) 14%)).
Of which, the theory driving test was taken:
- on the first attempt – by 20.718 candidates, or 57%;
- on the second attempt – by 6.405, or 17,6%;
- on the third and more attempts – by 14%.
The number of candidates who during the year 2020 had four and more attempts to take the theory driving test:

Persons who during the year 2020 initiated the procedure for taking the practical driving test - 25,000 (compared to 2019 (-) 5,803 persons, or (-) 19%):
Of which, the practical driving test was taken:
- on the first attempt – 5357 by candidates, or 21,4%;
- on the second attempt – 5.806 by candidates, or 23,2%;
- on the third and more attempts – by 36%.
The number of driving licenses for vehicles with automatic transmission:
- as of 01.01.2013 – 300 driving licences;
- as of 31.12.2019 – 4954 driving licences;
- as of 31.12.2020 – 7736 driving licences.
During 2020:
- 74 applications to challenge the results of the exams were submitted and examined;
- 40 cases of cancellation of the right to drive and/or driving licences associated with fraud detection during the process of examination and/or obtaining a driving license were recorded by the PSA.
